2.0 WHAT WILL THE DP DELIVER TO THE KENYANS
The Democratic Party of Kenya commits itself to deliver to the people of Kenya the following twenty (20) promises that will enhance productivity and guarantee a prosperous nation.
2.1 Poverty
To pursue policies which are geared towards the reduction and eradication of poverty. Being aware that about half of the Kenyan population live below the poverty line, such policies will ensure that the Government will aim at ensuring that all Kenyans will have basic needs which includes food, shelter and security
2.2 Health and Sports Development
To provide free and effective health services, including the control of HIV/AIDS, Tuberculosis and Malaria, as part of its development strategy to promote a healthy nation that will improve welfare and productivity. To achieve these goals the Party commits itself to addressing issues of inadequate health personnel, developing sports facilities, poor financing, shortage of drugs, and a decrepit health service infrastructure.2.3 Education, Labour, and Industrial Relations
2.3.1 Education
To provide compulsory free primary, secondary and targeted technical education, and make university education relevant to the labour market and self-employment. To achieve these goals the Party commits itself to expanding education, infrastructure, reducing student teacher ratio; improving completion rate, providing adequate equipment and facilities, improve teacher’s skills and knowledge, increasing pupil gross enrolment rates and increasing education expenditure as a percentage of Gross Domestic Product.
2.3.2 Labour and Industrial Relations
To promote and to support sound industrial relations and to respect the industrial relations charter; and ensure that capacity is built in the industrial courts to ensure an efficient and affective disposal of industrial disputes
2.4.0 Moral Principles and Religious Organizations
2.4.1 Moral Principles
To guarantee an open responsible Government, which is effective and efficient; more fundamentally a Government that sustains the morality of society by encouraging, enforcing and implementing National and universal principles of justice, law and order and more importantly respect of the Creator.
2.4.2 Religious Organizations
To work with the religious organizations in all areas of National development including education, health, fight against HIV/AIDS, alcoholism, drug abuse, and other social problems; work with religious organizations in promoting peace and unity in the Country; and ensure that there is a day of National Prayers in the Country.
2.5 Security
To work for a safe and peaceful nation, free of ethnic strife and violence where persons and property rights are protected through the provision of adequate numbers of personnel with adequate and modern equipment. The police service will be enhanced by training in public relations, communication skills and ICT. In addition, training will be provided on National, Regional and international conflict resolution and a preventive criminology, community policing and skills to deal with economic crimes and economic espionage.
2.6 Taxation
To reduce the overall rate of National taxation, harmonizing and codifying the taxation laws, widening the tax base, increasing efficiency in tax collection and improving tax holidays to encourage both domestic and foreign investment.
2.7 Land Policy
To formulate a National Land Policy and strategy in order to harmonize the different land laws and activities such as agricultural, pastoralism, wildlife, forestry, industrial location, tourism, and human settlement; to accelerate registration and titling of land; charge market rates for all public land on lease to individuals; and to work for and implement equitable and comprehensive National land reform program which will open new settlement areas for the landless families; and address the issue of absentee landlords.
2.8 Corruption
To fight against corruption in all sectors of public life and ensure that anti-corruption agencies are provided with the necessary and sustained legal support and facilities to enable them carry out their work efficiently, effectively and without fear or favor.
2.9 Reforms
To work for a Comprehensive Constitutional Review that is de-linked from the electoral cycle and subsequently oversees implementation of the necessary legal and economic reforms.
2.10 Youth in Development
To provide the youth with the necessary leadership and business skills and productive assets including education and training, employment and credit, so that they can play their full role in nation building.
2.11 Fundamental Freedoms
To guarantee freedom of worship, expression and mass media. No Government organ will be allowed to interfere with people’s freedom of worship. The media will also be allowed to operate freely without any interference.
2.12 Affirmative Action
To ensure equal opportunities in accessing productive resources such as land, credit, housing, education, and employment to women, physically challenged, elderly, and the disadvantaged groups in all areas of public life to attain equity.
2.13 Entrepreneurship, Innovation, and Information Technology
To nurture the spirit of entrepreneurship and innovation among all Kenyans by ensuring that there is direct access to affordable credit for setting up enterprises to enhance employment creation and income generation; develop an enabling environment for private sector to invest in adding value to Kenya’s products for export, and intensify training and use of information technology.
2.14 Infrastructure Development and Housing
To institute measures to develop, improve and maintain efficient infrastructure including roads, waterways, pipeline, rail, posts and telecommunication systems and to provide affordable rural and urban housing.
2.15 Regional and International Relations and Foreign Policy
To pursue an independent foreign policy which will promote East African Unity, Regional Co-operation and African Integration. The policy will also strengthen Kenya’s relationship with the United Nations and other International Institutions while ensuring that Kenya takes full advantage of all bilateral and multi-lateral agreements and plays her full role in the community of nations.
2.16 Environment and Natural Resources
To preserve, conserve and maintain the environment by ensuring that all forests, wildlife sanctuaries, water catchments areas etc are adequately protected and our flora and fauna are preserved for the benefit of the present and future generations.
2.17 Jua Kali and Small Scale Enterprises
To ensure that the Jua Kali and small scale enterprises sector continue to contribute to employment generation through the provision of more urban land to the sector; extending affordable credit to the sector, developing a special training programme for women and the youth
operating in the sector, and more importantly enhance the Constituency Development Fund (CDF) for women and youth.
2.18 Crop, Livestock Agriculture, Food Security and Cooperatives
To promote a modern and productive agricultural and cooperatives sectors by putting in place policies and strategies that ensure that the Country is food secure, has adequate strategic reserves as required, has safe and nutritious foods in all Regions, to eliminate dependency on food imports and prepare and formulate preparedness strategies, and an early warning system.
2.19 Arid and Semi Arid Land (ASAL)
To develop a Programme that will improve the livelihood of the people living in the ASAL areas, through the provision of sufficient water both for human and livestock; adequate infrastructure including roads, post and telecommunications; develop marketing infrastructure facilities for livestock and livestock products, and a drought coping system.
2.20 Disaster Management
To develop disaster management policies and programmes to deal with issues of floods, drought, disease outbreaks, terrorism and ethnic conflicts, through the development of early warning systems, and a disaster mitigation system.
